Foundation establishes the technical infrastructure: hosting, security, platform configuration, accessibility setup, and the structural base the entire site will run on. Framework builds the page architecture and navigation: how content is organized, how audiences move through the site, and how the structure serves the goals defined in the Brand phase. Furnishings populates that structure with content: text, imagery, and the specific elements that bring each page to life.
Each phase depends on the one before it. Furnishings added to an incomplete Framework creates visible inconsistency. Framework built on a weak Foundation creates fragility that surfaces after launch.
WCAG 2.1 AA compliance is addressed during the Foundation phase, not added as a post-launch checklist item. This includes proper heading structure, alt text for images, keyboard navigation, color contrast ratios, and form accessibility. For federally funded organizations, Section 508 requirements are additionally addressed. Every integration is configured and tested during the Build phase before content is added. Integrations requested after the Build phase has begun are treated as scope additions and priced accordingly.
The clearer your organization is about required integrations before the project starts, the more accurately the project can be scoped and the fewer surprises arise mid-build.
Content is the responsibility of your organization unless copywriting is specifically scoped as part of the project. The Framework phase builds the structure that content will live in, and the Furnishings phase populates it. Organizations that arrive at the Furnishings phase with organized, current, approved content move through that phase significantly faster than those who are developing content in parallel with the build.
